A public interest group seeking to halt the development of the Gregory Canyon Landfill in San Diego County, Calif. believes it has amassed enough signatures to put the issue before voters. The ballot initiative seeks to overturn Proposition C, which was approved by 68 percent of San Diego's voters in 1994 and changed zoning regulations to allow the landfill. The 308-acre landfill would be located on 1,770 acres, but environmentalists say it threatens water sources and sacred Indian sites.
