ABSTRACT:
As any investor
or sports fan knows, betting on the future is a risky business.
And anticipating landfill capacity can be a speculative venture
indeed. For every acre of permitted airspace, there are half a dozen
that never leave the drawing board. And for every ton anticipated
to fill up that airspace, there are another three that could show
up to throw off capacity forecasts.
