ABSTRACT:

Composting is one of the oldest forms of waste management, and certainly one of the most useful. But even today, the regulation, operation, and even quality of compost vary widely from state to state. While almost everyone—composters, government, waste producers, and consumers can agree on the value of compost, not everyone is quite certain how to popularize it.
