Specific Project Experience

US EPA Subcontract Work
Chartwell has completed numerous projects in order to assist the federal Environmnetla Protection Agency to understand the markets it seeks to assist and regulate. Recently, Chartwell completed a comprehensive study of current and historic patterns of industrial and commercial waste disposal in landfills across the country. Chartwell has also played a leading role in helping the EPA to establish a universe of landfill gas to energy projects for its Landfill Methane Outreach Program (LMOP).

Comprehensive Waste Industry Study
Chartwell recently co-authored the largest study performed to date measuring the total size and economic impact of the waste management industry. The study, commissioned by one of the major trade associations, required a detailed survey and analysis of nearly every aspect of waste collection, processing and disposal. We examined the industry in terms of publicly traded, privately held, and public sector segments and sought to capture data on total revenues, employment, quantities of waste managed, and other meaningful industry statistics. Nearly all of the data was gathered directly from industry participants and relied heavily on Chartwell's extensive industry database as a foundation for this research. Chartwell was retained because of its well-known industry expertise.

Rail Hauling Waste
Chartwell has performed numerous studies with regard to opportunities for waste-by-rail projects in various regions of the US. The projects often involve an analysis of the many and often complicated issues involved in setting up a rail haul operation in addition to identifying prospect facilities to receive waste by rail.

Radius reports
One of the more typical studies that Chartwell performs involves the study of particular waste disposal markets. For example, Chartwell utilizes a geographic information system (GIS) to select facilities with proximity to a major metropolitan area or other point of reference. We often further cull from the search any other criteria that the client deems or Chartwell suggests as appropriate to create a reference data set. By performing summary statistics and analysis of this data set, Chartwell can give the client an accurate picture of the dynamics of that market. These reports include thematically coded maps to depict the location of various waste disposal operations as well as their proximity to various geographic boundaries, railroads, highways, and rivers, etc. Historical data is often added for the purpose of showing statistical trends and for making projections about future waste volumes, tipping fees, and remaining disposal capacities, among many other statistics.

Acquisition targets
A major waste management firm solicited Chartwell to identify potential acquisition targets, specifically haulers and operators of solid waste landfills over above a certain size and within the Midwest and northeast US.

Equipment surveys
Chartwell has built upon its database by performing numerous surveys of the industry. In particular, clients have recruited Chartwell to survey the industry for the types of equipment utilized at various waste disposal operations around the country. Chartwell's database includes actively updated information on all sorts of pollution control equipment including leachate control systems, methane gas recovery, monitoring systems, landfill cover materials, compaction and shredding equipment, and many others in place at various facilities around the country.

Legislative Impact Analyses
Chartwell has been retained by attorneys in a number of cases involving eminent domain. Chartwell has provided market analyses of historic and projected future market conditions in order to determine fair market value. In one case, the discounted cash flow analysis provided by Chartwell helped in a case resulting in a $42 million settlement in favor of our clients.

Chartwell, in conjunction with another outside economic research firm performed a comprehensive study of flow control in the US. This study was presented to the US Congress and served as the basis in a legal action by an industry group against a major municipality. Because Chartwell is not beholden to advertising revenue or membership dues, its studies are respected for their objectivity.

Chartwell performed a multi-client study that discussed the effects of the Resource Conservation and Recovery Act (RCRA) and the Subtitle D amendments. We described its status and expected influence upon the industry and identified possible solid waste disposal facilities that would be affected.

Waste facility audit and surveys
A major waste management firm wanted to inventory its own solid waste operations located throughout the United States. Rather than do this internally, it turned to Chartwell Information. Chartwell provided them with site-specific information, data on wastes accepted, volumes disposed, and tipping fees. A subsequent study provided this firm with profiles of their key competitors including waste disposal inventory, weak markets, and strategic opportunities.

Chartwell has performed similar studies for other waste management firms as well as municipalities. The purpose of which is often for strategic analysis of market competitors and to assess the need for proposed projects.

Market studies of site cleanups and remediation projects.
A major operator of contaminated soil remediation thermal desorbers wanted an analysis of the potential markets including alternative uses. Chartwell helped them identify potentially promising areas based on Chartwell's data of low-level hazardous, contaminated soil, medical and special waste volumes and prices throughout the country.
